When a member of the City Council is attacked again, Cheel asked his followers to “vote on the change it seeks,” which the report notes can violate the opening law, a federal law prohibiting the political activity of government employees who work in relation to federal programs.

A New York police spokesman said that the administration had made “major changes to its social media practices” since the launch of the investigation last year, but he has not said whether any official would face consequences for violating the administration’s policy.

“Ensuring that the social practices in the New York police are appropriate and respectful, the administration requires those who have been held accountable for the policies.”
The Inspector General said in the report that the online attacks were stopped after the launch of the investigation last year, although it was not due to any official change in social media policies.
“Instead, the administration realized that it could respond effectively to criticism without creating a general violent reaction,” the report said.
