Negotiations between London and Brussels on such a pact began, but became involved in the requirements for a greater agreement in the EUK, which also includes conflicting issues such as fishing and migration rights.
The exception of the UK and Turkey will create serious headaches for major European defense companies with close links with manufacturers and suppliers in these markets.
Asked about the UK’s position on the rules of the new EU Fund on Tuesday, the British official said: “We are ready to work together on European defense in the interests of extensive European security to prevent fragmentation in the European defense markets and create legal structures to allow the member states to cooperate with third countries.”
This step will lead to a significant embarrassment in the UK defense sector. One senior UK defense insider stated that this was a “significant problem” by adding: “We see a lot of opportunities, and it is correct that the UK is regarded as part of Europe, but if the EU – and especially France will be transaction, it undermines all the philosophy of joint and united Europe.”

The proposal must be approved by most EU countries.
