Some member countries privately pushed Brussels to apply this concept to the requirements for “collective” security investments such as air protection and missile defense.
The White Book project, which may change before it is officially published before the EU summit on March 20, also provides more information on the financing options provided by the Ursula von der Leyen presidential commission.
This includes 150 billion euros loan capital and relaxing the EU deficit rules for defense.
The FT document does not contain proposals for new collective debt to the EU -defense states, an idea that has been pushed by many capitals, but against Germany and the Netherlands.
